For China, this has been a special year. We experienced two major events. One was the devastating earthquake in Wenchuan, which causes grave losses of life and property. In the face of the disaster, the Chinese people showed great strength, courage, solidarity and resilience. By now, the people affected by the earthquake have been properly relocated and recovery and reconstruction work is well underway. The other was the successful hosting of the Beijing Olympic Games. This grand sporting event provided a good opportunity for athletes from around the world to show true sportsmanship. It also enabled the world to learn more about China and China more about the world.
In our fight against the earthquake disaster and our efforts to host the Games, we received understanding, support and assistance from the international community. I wish to take this opportunity to express sincere gratitude on behalf of the Chinese Government and people.

领导者讲话艺术的重要性毋庸置疑，而领导讲话的开场白则更加重要，因为恰当得体的开场白有利于话题的展开和交谈的顺利进行。下面笔者不揣浅陋，重点谈一谈领导讲话开场白应该忌讳的一些问题，以就教于方家。
1 切忌以套话开场
领导讲话要尽量避免官话、套话、空话，这个道理相信每位领导同志都十分清楚。道理虽然再浅显不过，但在现实生活中，套话连篇的领导却大有人在，尤其是有些领导，刚开口
讲话就全是些套话。例如，我们有些领导在主持会议时经常会以赞美天气作为开场：“同志们，金秋的十月，秋高气爽，秋意盎然，今天我们在这里隆重举行×××会议。”我们说，天气的好坏和开会本身有什么必然的联系吗？难道下大雨就不开会了？好像不太可能吧！这绝非个案，类似的例子我们打开电视机时常会看到，抑或亲身经历过。这样的领导讲话开场白表面上看只是缺少新意，有些人可能还觉得是中规中矩，符合低调为官的原则，但实际上大多数听众会觉得枯燥、乏味，也会很自然地联想到这位领导思想守旧，缺少创新意识。这将会严重影响领导的威信。为了对比说明问题，在此也举一个笔者认为较有新意的开场白。2008年7月，台湾省台中市市长胡志强来厦门访问，并在厦门大学发表演讲。他刚走上讲台，第 一句话就说：“我一直说，回到了厦门就像回到了家，大家猜猜我回家后做的第一件事是什么？”只此一句，就把现场所有人的思维给调动了起来。正当大家饶有兴致地猜测时，他紧接着说：“当然是脱衣服啦，天太热了嘛！”于是把自己的西服外套脱下来往旁边一扔。他的这一举动引来了师生们的一片笑声，记者也纷纷上前拍照。他又指着记者说：“不要再拍了，再拍我也不会脱了。”师生们又是一阵哄笑。就是这样短短三句开场白，就很好地活跃了现场的气氛，使得所有的听众都期待着他下面的演讲。从这两个案例的对比中我们得出的启示是：领导讲话一定要避免讲套话，尤其是切忌以套话作为开场白，这不仅仅是一个习惯问题，更重要的是领导思维问题。因此，领导干部平时应该善于观察、学习，不断地开动脑筋，力求讲出一些别出心裁、不落俗套的开场白，这样才能增强讲话的感染力。
2 切忌以大道理开场
领导讲话切忌满嘴大道理，给人以假、大、空的感觉。尤其是开场白，如果刚一开口讲话便都是些大道理，那效果肯定不会好。例如，有位领导在讲廉政课时，刚一开口便说：“党的作风建设是关系党的形象，关系人心向背，关系党和国家生死存亡的根本问题，我们党历来都十分重视领导干部的作风建设。”这句话无论是从语法上还是逻辑上讲，都没有任何问题，而且说的也是实情，但这样的大道理在场的哪位学员不懂？这无异于在大家面前又强调了一遍“1+1=2”。所以，可想而知，在场的学员无不面带倦色。由此联想到湖南省某市有些领导在会场睡觉被
处罚一事。我们说开会睡觉固然不对，但坐在主席台上讲话的领导是否也应该自查一下，如果讲的都是那些人尽皆知的大道理，那听众昏昏欲睡应该也是情有可原的。因此，领导讲话切忌以大道理作为开场白，要讲究语言的生动诙谐，否则就难以产生应有的效果。 3 切忌以生涩的名言警句开场
领导讲话可以适当穿插一些名言警句，这样不仅可以使意思表达得更准确精练，也可增强语言表达的文学色彩。但值得注意的是，凡事都过犹不及，引用也要有个度。我们有些领导在讲话时喜欢故弄玄虚、卖弄学问，也不顾听众是否能听懂，一味地追求词藻的华丽。例如，有位领导在谈到解放思想时，刚一开口便引用了两句古诗：周虽旧邦，其命维新（语出《诗经·大雅·文王》）；如将不尽，与古为新（语出《二十四诗品·纤稼》）。引用完之后不做任何解释，便继续讲述下面的内容，很多听众不解其意。这样的引用非但没有任何价值，反倒显得有些做作。大家知道，解放思想是邓小平同志首倡的，那么他老人家是怎么讲的呢？邓小平说：“我们讲解放思想，是指在马克思主义指导下打破习惯势力和主观偏见的束缚，研究新情况，解决新问题。”这句话我想只要是稍有些知识的人都能听得懂。从这两个案例的对比中，我们得出的启示是：领导讲话尤其是开场白，引用名言警句一定要慎重，一定要引得恰到好处，一定要让听众听懂，切忌引用过于生涩的名言警句，否则只会是华而不实、弄巧成拙。
4 切忌以离题较远的故事开场
现在有一种叫作故事式的开场白，就是在开场的时候先讲一个故事，然后从这个故事中引出自己要讲的话题。这种开场白因其具有生动平实、深入浅出、启人深思等好处而被广泛应用。
笔者在和学员研讨的时候，就有相当一部分学员采用这种方法，但坦率地讲，效果并不都很理想。例如，印象最深刻的是有一次在讨论“如何增强领导者的非权力影响力”这个话题时，有位学员便引用了一个故事作为开场白。故事的梗概是诸葛亮如何神机妙算、足智多谋，通过一些事情真正让关羽、张飞等猛将信服，而不是以军师的身份强迫命令，体现了诸葛亮的非权力影响力。我们说用这个故事来引出话题倒也无可厚非，但关键的问题是这位学员在叙述故事时横生枝节、语言啰嗦，大故事套着小故事，且有些故事离题比较远，像这样的故事式开场白只能是适得其反。还有位学员在讨论同一话题时也是刚开始引用了一个故事。这个故事是说1945年丘吉尔竞选连任首相失利，斯大林嘲笑他说：“丘吉尔，你打赢了仗，人民却罢免了你。你看看我，谁敢罢免我啊！”丘吉尔不以为然地说：“我打仗就是为了保卫人民罢免我的权利。”紧接着这位学员总结说：“人们之所以爱戴丘吉尔，绝不仅仅因为他是首相，而是他说话做事一针见血的风格令很多人都十分钦佩，这就是领导者的非权力影响力。那么，我们应该如何增强这种影响力呢??”这位学员所引用的故事就很恰当，简短且紧扣主题。从这两个案例的对比中，我们得出的启示是：故事式的开场白固然有其优势，但运用时一定要注意选取合适的故事以及叙述时的精练，否则，如果故事离题较远且叙述冗长，便会令听众失去继续
听下去的兴趣，那样只能是徒劳无功、事与愿违。
