发展战略，开发海洋资源，发展休闲渔业；二十世纪八十年代，美国的休闲渔业在整个渔业市场中已经居于主导地位，如今美洲及欧洲的休闲渔业已经十分发达，而我国发展休闲渔业比较晚，发展水平和规模都较低，发展休闲渔业比较好的城市，也是依托自己的自然资源，自行开发休闲渔业，经营形式多样化，没有形成一个规范的市场。
威海市海岸线长，沿岸渔村多，旅游与人文资源丰富，因此旅游行业成为威海发展经济的重要经济支柱，2003 年威海被联合国人居署评为“最适合人类居住”的地方，而且多次举办过“威海国际人居节”,由于三面环海，有丰富的海洋资源和环境优势，休闲渔业开始在威海获得了较快的发展，但是作为新兴行业，在其发展中仍存在很多问题和不足。如何更好地对威海休闲渔业进行规划，使其朝着健康可持续发展的道路方向发展下去，发挥出其带动威海经济发展的作用是我们亟需解决的问题。
本文通过对休闲渔业的概念、特征的研究加深对休闲渔业的理论研究，通过调查现阶段威海休闲渔业的基本情况、基本类型等深入了解威海休闲渔业的现状，通过 SWOT 分析法，比较其优势、劣势、机遇和挑战，充分发挥其优势资源，迎接挑战，本文通过总结威海休闲渔业的特点，提出了改善休闲渔业发展的对策，主要有以安全为基础，强化旅游地区的管理，不断进行创新，加大对宣传推广力度，提高从业人员的各项技能，加紧对渔业地区的
文化学习，从而希望找到一条适合威海市休闲渔业发展的道路。

Abstract With the increasing of leisure time, leisure activity has become people's life animportant part in the face of the coming of the era of leisure, some of the traditionaltourist cities, relying on its rich resources and recreational facilities began to optimizethe traditional service industry, vigorously develop the leisure industry. In the 1970s,Japan put forward the “facing the sea, multi -use” development strategy, thedevelopment of marine resources, developing leisure fishery; in the 1980s, leisurefishery in the United States has become pillar industryof fisherymarket, now of leisurefisheryinAmerica and Europe has been well developed, and the development of leisurefisheries in China relatively late, development level and scale is not high, betterdevelopment of leisure fishery city is relying on their own natural resources, self-development ofleisurefishery,business diversification,did notform aregulatedmarket.
Weihai has a long coastline, coastal fishing village, rich tourism and culturalresources. Therefore, tourism industry has become an important economic pillar ofeconomic development of Weihai, 2003 Weihai was named “the most suitable forhuman habitation” UN Habitat, and repeatedly held “Weihai International HabitatFestival”, because is surrounded on three sides by the sea, rich in marine resources andenvironmental advantages, the leisure fishery began has obtained rapid development inWeihai, but as an emerging industry, in its development still exist many problems andshortcomings. How to make a better plan for the leisure fishery in Weihai, and make itdevelop in the direction of sustainable development, and play a role in promoting theeconomic development of Weihai is an urgent problem to be solved.
In this paper, the concept and characteristics of recreation fishery research deepentheoretical research of recreational fishery, through the status of the investigation stageWeihai recreational fishery basic situation and basic types of in-depth understanding ofWeihai recreational fishery, through the SWOT analysis method, through the SWOTanalysis, compare the strengths, weaknesses, opportunities and challenges, give fullplay to its advantages of resources, meet the challenge, in this paper, throughsummarizing the characteristics of Weihai recreational fishery, puts forward somecountermeasures to improve the development of leisure fishery, there are mainly basedon the safety, strengthen the management of tourist areas, to innovate unceasingly,intensify the promotion, improve staff skills, tightening the fishery area culture study,and hope to find a way to fit the development of Weihai city leisure fishery.
