在此基础上，梳理了我国政府危机管理的发展历程，并以当前我国经济发展、社会现状、人文环境等因素为背景对当前我国政府的公共危机管理现状进行了深入剖析。从多角度对我国政府公信力缺失的原因、政府在公共危机管理中与社会大众、媒体的互动不足等一系列问题进行分析，并认为引起我国当前政府公信力缺失的原因有以下四个方面：1、我国特有的
政治环境；2、当前我国的经济环境；3、大众自我方面存在的原因；4、由科技发展所带来的负面影响。
从政府公信力缺失对政府公共危机管理所带来的影响和反作用来看，政府公信力缺失会直接影响三个方面：1、给政府带来信任危机；2、政府形象受到损害，增加公共危机事件的管理难度；3、诱发群体性事件进而引发社会失序。本文深层次地对这三个方面的因果关系、影响度进行了分析。
进一步借鉴西方国家建设经验并结合我国当前国情，提出西方国家的建设经验对当前公共危机管理中塑造政府公信力所带来的启示，为文中所提出的公共危机管理中公信力建设提供客观基础。
最后，结合当前我国的经济形势、社会背景等因素，建议从增强政府信息公开、推进经济建设并降低由经济增长所带来的负面影响、推进公共危机管理的法治建设三个方面提升政府公信力。并结合危机管理中政府与大众、媒体的良性互动以达到提高我国公共危机管理中政府公信力的目的。同时，在我国当前政府危机管理法治化现状分析的基础上提出了对于危机管理法治建设的建议，可为我国政府危机管理中的公信力建设提供分析基础，对提高政府公信力建设具有一定的理论意义。

ABSTRACT In this article, the government responsibility and the foundation of governmentcredibility in public crisis management is analyzed and summarized, hencestrengthening the theory foundation of subsequent analysis.
Take China's economic development, social reality and human environment as thebackground and on the basis of relevant theoretical research of the government'scredibility in the public crisis management, this article combed the development of ourgovernment crisis management and analyze the present situation of the government'spublic crisis management in our country. Combined with the result, this article analyzethe reason of the lack of our government credibility from kinds of angles and theproblems that the insufficient interaction in public crisis management be tween thegovernment and the public, the media. Through the analysis, this article points outthat four reasons account for the current lack of government credibility: 1, China'sunique political environment; 2, the current economic environment of our country; 3,the reason of public self exists; 4, the negative effect from the development of scienceand technology.
This article analyzes the influence and reaction that lack of the governmentcredibility brought to the government public crisis management, point out that lack ofgovernment credibility will directly affect the following three aspects: 1, bring thegovernment trust crisis; 2, damage the government image, bring difficulty to themanagement of public crisis; 3, induce mass incidents and then lead to social disorder.
This article analyzes the cause and effect relationship of these three aspects.
Combined with China's current national conditions and the domestic and foreigndata about the government credibility construction in public crisis manageme nt, thisarticle analyzes the beneficial work in construction and remodeling of government'scredibility and what's more, providing the objective basis for credibility constructionin public crisis management.
Finally, combined with the current economic situation, social background andother factors, it is proposed to enhance the government's credibility from three ways:
enhance the government information disclosure; promote economic development andreduce the negative impact caused by economic growth; promote law construction ofpublic crisis management. And combined with the crisis management of thegovernment and the public, the media in a positive interaction to achieve the purposeof improving the credibility of the government in public crisis manageme nt. At thesame time, based on the analysis of the current government crisis management in ourcountry, this article puts forward suggestions for the construction of crisis management,which can provide an analytical basis for the construction of governmen t's credibility,and has theoretical significance to improve the construction of government credibility.
